Used clothing is a huge market ranging from used to vintage, consignment to designer resale.
Here's how I make sense of it all.
Used Clothing - anything at the Goodwill or Salvation Army. Unedited stuff from someone else's closet that has been worn before.
Vintage - an edited selection of used clothing that is not from the current decade.
Consignment - Used clothing from this decade that goes through a screening process in order to be accepted into the store. Usually themed, for example kids or maternity.
Designer Resale - similar to consignment but you will only find designer labels.
